What is a Safe Boater Endorsement Certificate (SBEC)

It is proof that you have completed a practical boat handling clinic with an industry recognized educator and have demonstrated safe operating skills to an instructor.

To qualify, the student must have a minimum 1-year of experience operating a powered vessel. If you are new to boating, a minimum of two 3-hour boat-handling clinics are required.

At the conclusion of your training, the instructor will critique your skills and ability to demonstrate safe operation, including docking, open-water operation, and anchoring. BoaterSkills.ca reserves the right to deny the Safe Boater Endorsement Certificate to any student who cannot demonstrate safe operation of a powered vessel.

The Safe Boater Endorsement Certificate is available only through BoaterSkills.ca.  Students who receive our Safe Boater rating can use this certificate to save money on their boat insurance with a participating broker.

Our instruction is recognized as common sense training by Marine Insurance Brokers in Ontario, including:​ Gallagher Skippers’ Plan; Ogilvy Insurance; MD Marine Insurance; Northstar Marine Insurance, and others.

What operator skills must be demonstrated to earn a Safe Boater Endorsement Certificate?
  • Depart and return to the dock safely and with control
  • Maneuvre in close quarters and open water with control
  • Knowledge of the Collision Regulations (a refresher can be a part of your clinic)
  • Knowledge of safety requirements for student’s vessel (a refresher can be a part of your clinic)
Do I have to take a test for the Safe Boater Endorsement?

No. Your instructor will issue the endorsement on request providing the above mentioned four (4) skills and knowledge points have been demonstrated to the satisfaction of the instructor.

What if I am still having difficulty with docking following a clinic?

Learning curves vary, but every student gains new knowledge and skills with our boat-handling clinics – guaranteed!
If your instructor feels you require more time to develop the necessary skills to be issued a Safe Boater Endorsement Certificate, you will be advised on the options that are available to you.

Additional Information

Boat handling clinics are for boat owners – power or sail. We do not provide the vessel for instruction.

Certification course exams are written in person at our Training Centre – Port Credit Harbour Marina, Port Credit, Ontario.

  • Maximum 4 students
  • COVID-19 survey completed by students
  • Masks worn by everyone (including instructor)
  • Social distancing of 6 ft/2m strictly enforced in the classroom
