Toronto Harbour Permit
(Powered Vessel Operator Permit)
Powered Vessel Operator’s Permit (PVOP)
All operators of a powered vessel must have a valid Powered Vessel Operator’s Permit and Pleasure Craft Operator Card to navigate in the waters of the Port of Toronto.
The Port of Toronto waters include Humber Bay, Inner Toronto Harbour, Outer Harbour, and Ashbridges Bay.
In-Person Course
- Lecture, exam and practical test: 2-hours

Course Schedule – Outer Harbour Marina
May to July: Thursdays, Fridays, and Saturdays (except May 16, August 1st)
August: Thursdays only + first Saturday of the month (August 8th)
September to October: Saturdays only. Courses end Saturday, October 3rd.

Course Requirements: Minimum 14 years old and have a Pleasure Craft Operator Card.
Renewing Your Permit: Renewed annually (no test, $30 fee only) call Toronto Port Authority – 416-778-1230.
Expired Permits: You may be required to retake the PVOP course. Please call Toronto Port Authority – 416-778-1230
