Powered Vessel Operator’s Permit
All recreational boat operators with engine-powered vessels, regardless of horsepower rating, must have a Powered Vessel Operator’s Permit to navigate in the waters of the Port and harbour of Toronto.
The Toronto Harbour limits include Humber Bay, Inner Toronto Harbour, and Ashbridges Bay (see image at top of page).

In-Person Course
This 2-hour classroom lecture, exam and *practical test (boat provided) is available at Outer Harbour Marina on Thursdays, Fridays, Saturdays from May to September. Practical test exemptions may be issued for the following:
- Expired card (more than 2 seasons) and rewriting test only.
- Previously completed a boat handling clinic with a BoaterSkills.ca instructor
Virtual Course
Registrants must have a reliable internet connection, webcam and microphone. This is an instructor-led course. The *practical test (boat provided) is scheduled separately at a local dock. Permits are granted following the competion of the practical test.
Practical test exemptions may be issued for the following:
- Expired card (more than 2 seasons) and rewriting test only.
- Previously completed a boat handling clinic with a BoaterSkills.ca instructor

Additional Information
Course Requirements: Anyone registering for the PVOP course must be at least 14 years old and have a Pleasure Craft Operator Card, or other Transport Canada accepted form of competency to operate the boat.
Renewing Your Permit: Harbour Permits must be renewed annually through Ports Toronto. Renew with Ports Toronto by CLICKING HERE
Expired Permits: You will be required to retake the PVOP course and exam.
