Toronto Harbour Permit
(Powered Vessel Operator Permit)

The Toronto Harbour Permit (PVOP) and exam is now available online. To participate online, registrants must be at least 14 years old and have a reliable internet connection, webcam and microphone.
Steps to register (Course – Exam – Practical Test)
1. Select course date on this webpage and complete registration form. Course is on ZOOM (not a requirement to download the ZOOM APP onto your device. If already downloaded on your device, please update it).
2. Complete the course and exam with other registrants via ZOOM. Temporary permits for the 2022 season are issued by email within 24 hours. Your permanent card will be sent once the Practical Test has been completed.
3. Practical Test – Outer Harbour Marina, 475 Unwin Avenue, Toronto, ON. Multiple date options will be available this season from which to choose following completion of the online course.
We provide the boat (15ft RIB). This is a basic test of your ability to remain in control of a powered vessel in close quarters. Contact us if you have any questions.
Powered Vessel Operator’s Permit
All recreational boat operators with engine-powered vessels must posses a Powered Vessel Operator’s Permit from Ports Toronto to navigate inteh waters of the Port and harbour of Toronto.

This publication contains many of the rules and regulations boaters must follow to operate a vessel of any type and size anywhere, including Toronto Harbour. ♦ Anyone registering for the PVOP course must be at least 14 years old and have a Pleasure Craft Operator Card, or other Transport Canada accepted form of competency to operate the boat.
