Powered Vessel Operator’s Permit (PVOP)

All operators of a powered vessel must have a valid Powered Vessel Operator’s Permit and Pleasure Craft Operator Card to navigate in the waters of the Port of Toronto.

The Port of Toronto waters include Humber Bay, Inner Toronto Harbour, Outer Harbour, and Ashbridges Bay (see centre map at top of this page).

In-Person Course

This 2-hour classroom lecture, exam and practical test (boat provided) is available at Outer Harbour Marina on Thursdays, Fridays, Saturdays from May to September. Contact Ports Toronto to make an appointment: 416-778-1230, or visit the PortsToronto Website for more information – please click here

Online Courses for groups of 6 or more

Do you have a group requiring a harbour permit? Contact us to arrange a private online course using ZOOM. A practical test date and location will be arranged separately to complete the course requirements.

Additional Information

 Course Requirements: Anyone registering for the PVOP course must be at least 14 years old and have a Pleasure Craft Operator Card.

Renewing Your Permit: Harbour Permits must be renewed annually  (no test, $30 fee only) through PortsToronto by calling 416-778-1230.

Expired Permits: You may be required to retake the PVOP course. Please call PortsToronto for more information: 416-778-1230
