(Powered Vessel Operator Permit)
Boating In Toronto Harbour
Anyone wishing to operate a powered vessel in Toronto Harbour is required to have a Power Vessel Operator’s Permit (often called a Toronto Harbour Licence).
The Power Vessel Operator’s Permit course (Harbour Permit) is now online with ZOOM. Students must have a strong internet connection, webcam and microphone to participate. Two students can share one device for an online session. The written and practical test session is in-person at our Port Credit Harbour Marina location. COVID-19 Safety Protocols enforced.
Boaters must be at least 14 years of age and have a Pleasure Craft Operator Card in order to complete the course.

The Practical test is outdoors. Please dress appropriate to weather conditions.
The Powered Vessel Operator Permit course consists of two sessions:
- Online with ZOOM
- In-person Test
The online course consists of a one-hour power point presentation. The In-person Test consists of a 20-question multiple choice exam, followed by a 10 minute on-water practical test. We provide the vessel and a PFD. Please bring your Proof of Competency with you on your Test day.
Optional: bring your own Canadian approved flotation device (PFD or life jacket).

Course materials will be included with the ZOOM meeting invite prior to the online course date chosen. This includes a course content PDF and instructions to Ports Toronto Practices and Procedures.

Test Session COVID-19 Safety Protocols
- Maximum 4 students per TEST session
- COVID-19 survey completed by students before entry
- Masks worn by everyone (including instructor) in the class
- Social distancing in the classrom of 6 ft/2m
- Hand santizer and disinfectant wipes available on site.
